The Single Parent, Child, and Widow Welfare Fund

This is a system that offers loans of various types, such as education funds, in principle without interest, in order to promote the economic independence of single parent families and the welfare of their dependent children.

Eligibility Criteria

  1.  Mothers (or fathers) of single-parent families and their dependents under 20 years old
  2.  Widows (former heads of single-mother families) and their dependents over 20 years old
  3. Children under 20 years of age without parents

Within the loan limit, we will lend you the actual amount you need to cover your expenses.

Loan Requirements

  1. Borrowers (those eligible to apply for the loan)
    In principle, a borrower must be a single parent (mother or father) of a child, a widow with a child, or a parentless child under 20 years of age.
    When borrowing from funds for school matriculation and graduation, training, or employment, the eligible children will be jointly liable for the borrower's debts.
  2. Joint Guarantor (the person who jointly assumes the debt)
    In principle, one joint guarantor is required when borrowing from funds other than those for school matriculation and graduation, training, and employment.
    *Joint guarantors may also be required to borrow from the funds for school matriculation and graduation, training, and employment.

Repayment Method

Each fund has an established repayment period, and within that period, in principle, the funds will be debited from the designated account in monthly installments.

Application Procedure

To apply for a loan, please first contact the Family and Child Consultation Office of the ward where you live for advice. If you are deemed eligible for a loan, you will receive the necessary documents for application.
Loan eligibility is determined after a screening process.

School Expense Fund This fund covers expenses such as the entrance fees required for admission to a high school, junior college, university, technical college, vocational school, or training facility designated by the Minister of Health, Labor and Welfare as a facility for acquiring knowledge and skills. Living Expense Fund This provides the funds needed to maintain the applicant's livelihood during the period in which the applicant is acquiring knowledge and skills, receiving medical care, until seven years have passed from the time when the applicant became a single woman (man), or when the applicant is unable to find a job, despite having the desire and ability to work after leaving a job (within 1 year from the date of separation from employment).  105,000 yen per month
